What duties apply in an HMO?
HMO managers must make satisfactory arrangements for refuse storage and disposal, and licence conditions can require suitable facilities. Local council schemes may specify bin number, type and location.
What are tenants expected to do?
Occupants should use the correct containers, follow collection days and avoid obstructing access. Deliberate dumping or misuse may remain the tenant's responsibility.
When does rubbish become a housing hazard?
Persistent waste can attract pests, cause infection risk, obstruct escape routes and make common parts unsafe. The cause and management response are important.

Report communal or facility failures to the landlord or manager. Contact the council's waste team about collection infrastructure and environmental health or housing enforcement about serious property hazards.
Can compensation be claimed?
